A former Armed Forces budget officer who detailed large-scale corruption in the military said he is confident of a conviction against 2 former Armed Forces chiefs and 9 other active and retired military officials whom the justice department want charged with plunder. Retired Lt. Col. George Rabusa told ANC's Top Story on Thursday he believes those facing plunder raps will go to jail because of the evidence he has submitted before the Department of Justice( DOJ). He said his complaint has documentary evidence and corroborating witnesses. The DOJ on Thursday recommended the filing of plunder raps against former chiefs of staff Diomedio Villanueva and Roy Cimatu, former military comptrollers Carlos Garcia and Jacinto Ligot; and Divina Cabrera, resident auditor for the Intelligence Service of the Armed Forces of the Philippines for the past 13 years. Allies of former President and now Pampanga 2nd District Rep. Gloria Macapagal-Arroyo are now squabbling over the position of minority leader in the House of Representatives. Minority Leader Edcel Lagman said the former president is plotting with travelling companions Leyte Rep. Martin Romualdez and Quezon Rep. Danilo Suarez for Suarez to replace him. In a strongly worded statement to media, Lagman said Mrs. Arroyo called an emergency meeting in her hospital suite at the Veterans Memorial Medical Center (VMMC) last Wednesday night with Suarez, Rep. Martin Romualdez and Rep. Amelia Villarosa in attendance.
